Lebanon issues solar tender

State-owned electricity corporation Électricité du Liban (EDL) has opened a tender for the operation and maintenance of solar energy facilities on the Beirut River in Lebanon.

Available tender details state a contract length of one year. The invite adds the public tender will be procured based on price, with EDL set to finance the works through its own funds.

Interested bidders can purchase tender documents from Lebanon’s Public Procurement Authority for a fee of LBP 5 million ($55.84).

The deadline for submitting clarification requests is Dec. 28, 2026, ahead of a deadline for submitting bids, which must be delivered by post, on Jan. 7, 2027. Each bid must be accompanied by a bank guarantee amounting to LBP 250 million.

EDL previously tendered a similar operation and maintenance contract in September 2025, but cancelled the procurement in June this year, citing the need for substantial amendments to the tender documents. The cancellation was published by the country’s public procurement authority in July.

In September, Lebanon issued new rules for the deployment of solar PV systems up to 1.5 MW in size, with plants smaller than 1.5 MW no longer requiring approval from the Ministry of Energy and Water. Instead, these installations must follow a defined municipal administrative and safety procedure.

Lebanon’s cumulative solar capacity reached 1,505 MW at the end of 2025, according to figures published by the International Renewable Energy Agency (IRENA), up from 1,081 MW a year earlier.
