Morocco opens pre-qualification for 350 MW of solar

The Moroccan Agency for Sustainable Energy (Masen) has launched pre-qualification for its Noor PV Multisites program, which calls for a total of at least 350 MW of solar capacity.

The program will be delivered under a turnkey engineering, procurement and construction (EPC) model, with the selected contractor responsible for design, equipment supply and construction, followed by operation and maintenance, said Masen.

Applications are due by noon Moroccan time on Nov. 30, and the tender documents are available on Masen’s e-tendering platform.

The request for qualification covers installations of between 40 MW and 170 MW each across the Casablanca-Settat, Béni Mellal-Khénifra, Marrakech-Safi, Souss-Massa and Guelmim-Oued Noun regions, according to TaiyangNews, which reported that the program comprises six installations.

The program follows Masen’s 305 MW Noor Atlas program, under which construction began in March on six plants. For Noor Atlas, Masen handles operation and maintenance under an EPC framework and has signed power purchase agreements with the national utility, ONEE. Commissioning of those plants is scheduled to begin in July 2027.

Morocco installed 204 MW of utility-scale solar in 2025, according to the National Electricity Regulatory Authority (ANRE), bringing cumulative utility-scale PV capacity to 1,285 MW, according to ONEE. Renewables accounted for 45.5% of installed capacity by mid-2025, against a 2030 target of 52%.

Morocco is also building out its wider clean energy industry. Chinese company Gotion High-Tech operates what has been described as Africa’s first battery manufacturing plant in the country, producing lithium-iron-phosphate cells for the automotive market, while researchers have found floating PV to be economically viable at Moroccan dams.
