HKMA welcomes launch of Chongqing-Hong Kong data validation platform

Hong Kong and Chongqing launched a cross-boundary data validation platform using blockchain and hash values to support banking use cases.

Hong Kong and Chongqing authorities have launched a new cross-boundary data validation platform designed to verify customer-provided information without transferring or storing original documents across the border, according to the Hong Kong Monetary Authority and the Chongqing authorities on 14 October 2026. The move expands a data-infrastructure model previously used in the Shenzhen-Hong Kong corridor and is intended to support banking services such as account opening and loan applications.

The Chongqing-Hong Kong Cross-boundary Data Validation Platform, or CQ-HK DVP, was jointly established with support from the HKMA, the People’s Bank of China Chongqing Municipal Branch, the Office of the Financial Commission of the Chongqing Municipal Committee, the Office of the Cyberspace Affairs Commission of the Chongqing Municipal Committee and the Hong Kong and Macao Affairs Office of the Chongqing Municipal People’s Government, the HKMA said in its 14 October 2026 announcement. The platform uses blockchain technology and data coding, described in the release as hash values, to validate data presented by customers without moving the underlying documents across the boundary.

The HKMA said the platform will mainly support cross-boundary financial use cases at the outset. Banks in Chongqing and Hong Kong are actively advancing use cases covering both northbound and southbound data flows, the authority said, with expected support for services including account opening and loan applications. HKMA Chief Executive Eddie Yue said the initiative fits under the authority’s “Fintech 2030” strategy and is intended to foster secure and efficient cross-boundary data flow between Chongqing and Hong Kong.
