At the operational core of the agreement is an effort to eliminate manual prior authorization delays for high-volume outpatient services:
In parallel with administrative automation, the organizations are introducing an innovative commercial delivery model, testing it directly on Blue Cross’s corporate employee base before expanding it into the broader commercial employer market. The newly created Tufts Medicine Alliance Network (HMO) centers on Tufts Medicine’s integrated delivery network—including Tufts Medical Center, Lowell General Hospital, MelroseWakefield Hospital, and Lawrence Memorial Hospital of Medford—paired with premier pediatric and oncology destinations Boston Children’s Hospital and Dana-Farber Cancer Institute.
Addressing widespread outpatient scheduling delays across Eastern Massachusetts, the HMO plan guarantees participating members next-day access to primary care appointments and access to a Tufts Medicine specialist within 21 days. Plan members receive high-touch care navigation delivered through coordinated digital interfaces and dedicated clinical teams, providing guided routing for complex chronic conditions, diagnostic referrals, and care transitions.
Blue Cross’s pioneering Alternative Quality Contract—first launched in 2009—served as the national blueprint for two-sided commercial risk and global budgets. Tufts Medicine has been a long-standing participant in the AQC. This collaboration modernizes that relationship, linking next-generation global capitation and shared savings arrangements to hard digital administrative efficiencies.
By operationalizing FHIR-based prior authorization APIs across NEHEN infrastructure, Blue Cross and Tufts Medicine are moving ahead of the federal compliance timelines mandated under the CMS Interoperability and Prior Authorization Final Rule (CMS-0057-F), establishing a regional benchmark for payer-provider data exchange.
“Our two organizations share a mutual commitment to improving how healthcare works,” said Sarah Iselin, President and CEO of Blue Cross Blue Shield of Massachusetts.
