Why financial crime risk assessments fail without people

Technology has become central to how firms manage financial crime risk, yet no platform can produce insight by itself.

According to Arctic Intelligence, the strength of any ML/TF/PF risk assessment ultimately rests on the people behind it: how clearly their roles are defined, how well they collaborate, how deeply they understand operations and how willing they are to question assumptions.

In the most mature organisations, these assessments are not compliance documents produced in a silo. They are enterprise-wide exercises that draw in the business, compliance, audit, risk, technology, data teams and senior leadership to expose how the organisation is genuinely exposed to financial crime.

At the centre sits the MLRO, who acts as architect and chief challenger rather than a passive signatory.

The MLRO designs the methodology, calibrates scoring, enforces consistency across business lines and jurisdictions, and translates typology intelligence for senior management. Without an empowered MLRO, the assessment quickly loses coherence and credibility.

First line business owners provide the operational reality. Nobody understands customers, products and frontline behaviour as well as they do, and their knowledge of workarounds, process failures and emerging threats keeps the assessment grounded. When the business is sidelined, the exercise becomes theoretical.

Risk, compliance and financial crime teams then turn this raw detail into structured, defensible risk scoring aligned with regulatory expectations. They maintain the framework, challenge inconsistencies and highlight weaknesses that might otherwise be glossed over.

Control owners are equally critical. They must understand how their controls operate, where vulnerabilities lie and how performance can be evidenced.
