Singapore Steps Up AI Safety With New Testing Guidelines, Taskforce

Singapore is tightening its approach to AI safety with new testing guidelines, accredited assessors and stronger cyber defences.

The Infocomm Media Development Authority (IMDA) announced three initiatives at the AI Assurance Exchange: The Agentic Edition, organised by the AI Verify Foundation (AIVF) and SGTech.

The measures address risks as AI systems gain greater autonomy to access sensitive data, make decisions and act on behalf of users.

The new Starter Kit for Testing Agentic Systems for Safety and Reliability guides organisations through risk identification, test design, results analysis and ongoing monitoring.

Developed with input from government agencies and more than 20 industry participants, including Google, AWS and Resaro, it covers risks such as erroneous or unauthorised actions.

The guide also addresses testing of agent reasoning, tool use and human oversight, drawing on experience from the Global AI Assurance Sandbox and Singapore AI Safety Institute.

It builds on Singapore’s Model AI Governance Framework for Agentic AI and will be updated as testing practices evolve.

AIVF has also launched the AI Tester Accreditation Programme (AI TAP), which evaluates third-party testing firms on their technical competence, track record, operational capabilities and financial sustainability.

The first five accredited firms are AIDX Tech, Knovel Engineering, PwC Singapore, Resaro and Vulcan. Accreditation is valid for one year.

IMDA has formed the Frontier AI Resilience and Security Taskforce (FAIRS) to strengthen the infocomm and media sector’s defences against AI-enabled cyber threats.

The taskforce brings together more than 20 industry leaders and experts to examine ways to improve threat response, strengthen network resilience and identify emerging attack techniques.
