Eni’s Liverpool Bay CCS Reaches 50% Completion With Douglas Platform Offshore Install

Eni CCUS Holding – a joint venture between Italian energy major Eni and BlackRock’s Global Infrastructure Partners (GIP) – has completed the offshore installation of the Douglas CCS platform in Liverpool Bay.

The facility represents the world’s first purpose-built offshore platform dedicated specifically to carbon transport and storage for industrial decarbonization. Functioning as the offshore hub for the Liverpool Bay transport and storage (T&S) network, the platform will collect CO2 captured from heavy industrial sites across North West England and North Wales.

Constructed and commissioned in under 18 months, the offshore assembly comprises an 1,885-ton topside module, a 1,755-ton jacket, and eight foundation seabed piles totaling 730 tons.

Once fully operational, the hub will route incoming carbon streams through repurposed subsea pipelines into depleted natural gas fields for permanent geological sequestration.

The installation of the Douglas CCS platform moves the broader HyNet industrial decarbonization cluster to approximately 50% completion across its wider construction scope.

The project combines purpose-built topsides with existing offshore oil and gas infrastructure, reducing capital intensity while capitalizing on decades of geological reservoir data from the Liverpool Bay basin.

“Liverpool Bay CCS forms part of Eni CCUS Holding’s portfolio of CCS initiatives and represents a key project in the company’s strategy to develop CO2 transportation and storage infrastructure to support industrial decarbonisation at scale,” the company stated.

Around 60% of total project capital expenditure is being routed through UK-based supply chain partners, supporting over 2,000 jobs during the active construction phase and establishing 200 to 300 permanent operational roles across its 25-plus year operational lifespan.
