Cardano governance hits a wall as treasury reaches 91% cap

Thirty enacted withdrawals have used 457.4 million ADA of the 500 million allowance, which incoming funds and refunds do not replenish.

Cardano has 42.6 million ADA left under its current treasury withdrawal allowance, even though the treasury itself holds about 1.38 billion ADA. New treasury withdrawals must fit inside that remaining authority or follow a newly agreed limit.

As of Oct. 16, 2026, 30 enacted treasury-withdrawal actions from epoch 613 totaled 457,395,629 ADA. Against the agreed 500 million ADA ceiling, that leaves about 8.5% of the allowance for the period ending around July 3, 2027.

A new 22 million ADA copper-reserve request would consume more than half that room if enacted. For developers seeking another grant and ADA holders deciding how to allocate public funds, the choice depends on how much additional funding governance can approve. Programs funded by earlier withdrawals can continue paying for work from money already allocated.

Cardano's Net Change Limit agreement covers epochs 613 through 713, beginning Feb. 13, 2026, and ending around July 3, 2027. It counts withdrawals already debited during that period, including those made before the limit increased.

Despite its name, this agreement measures gross withdrawals. Reserve allocations, transaction-fee income, donations, and returned grant money do not offset the amount counted against the ceiling. Expected, draft or unratified withdrawals also do not count: the relevant event is an enacted action debiting the treasury.

337 billion ADA in epoch 650. 9 million ADA, while the withdrawal allowance remains unchanged.
