Roze's Highrise Armory Key is a reward for the Operation Grid Assault Story Mission. Make sure you use the Secure slot in your Rare Backpack to safely store the key until you use it.

Roze's Highrise Armory is located on Floor 14 of the Netshin Tech Complex in the Grid. To actually enter the building itself, you'll need to head north of the Grid to find an accessible building that takes you to the complex. You can then take the elevator up, then take the stairs all the way to the 14th floor.

Once you're on the 14th floor, navigate to the eastern part of the Netshin Tech Complex , and you will find an unmarked door as shown above. Inside the room, there will be a Lt Crate, 2 Weapon Lockers, and a bunch of bags filled with loot. I managed to find two weapon blueprints and two legendary weapons, but it's likely a bit of luck!
