Shroud Sacks drop from three different monsters in Enshrouded, but the most reliable sources of this material are Fell Vicious Vines, the blue, Shroud-mutated flowers that you can typically find within Shroud areas in the Revelwoods regions. Giant walking mushrooms and Fell Boars also drop Shroud Sacks in Enshrouded, but Fell Vicious vines typically come in larger numbers, and they're much easier to take down.

There are two places I usually go to when I'm looking for Shroud Sacks, both of which are pretty close to the Revelwoods Ancient Spire:

The valley east of the spire is positively huge, and you're bound to encounter plenty of Fell Vicious Vines and walking mushrooms as you're exploring. Some of the giant mushrooms can also be found near the ledges of the cliffs surrounding the valley, but if all you're looking for are the blue, angry flowers, then just follow the roads and keep your eyes peeled.

If you can't find a way out of the valley, and you're about to run out of Shroud resistance, just go back to the main menu and reload your game. You'll get teleported back to your last checkpoint.

The bulb-like flowers that lob explosives at you also drop Shroud Sacks when slain. Check out the vicinity of Gloomsbury Keep and the Revelwoods Gem Forge to find both of these flower types.
