Creek and Nathan are two of the easiest characters to miss in Fire Emblem: Fortune's Weave. Their recruitment chain begins with an apparently ordinary Part 1 subquest, but neither man actually joins until Part 2. Missing that quest closes off both characters for the corresponding War Path.
The chain is only available through Dietrich's and Leda's routes, and completing the quest for one protagonist does not make Creek recruitable in every version of Part 2. You must continue into the matching War Path, defeat Creek in Chapter 2, then use him to defeat Nathan in Chapter 3.
Each Flame Lord has a separate version of Part 2: War, carrying forward the units and relevant progress from that character's Part 1 path. Consequently, finishing Creek's quest during Dietrich's route enables the recruitment chain in Dietrich's War Path, while finishing it during Leda's route enables the chain in Leda's War Path. Cai and Theodora will never be able to recruit Creek, who is required to recruit Nathan.
Creek's quest is My Late Sister's Accessory, which shows up during the 'October' month of the year. It's a simple quest that sends you to Axion Gorge to recover an item for Creek. Doing this quest and then taking that quest's completion into Part 2 will enable Creek's recruitment there.
Continue from the qualifying Part 1 route into Part 2: War , rather than skipping that Flame Lord's War Path. Creek appears as an enemy during Chapter 2's battle, Taking Agris Stronghold .
