MAS Offers S$30M to Help Insurers Invest in Infrastructure

The Monetary Authority of Singapore (MAS) has introduced a S$30 million grant to help insurers invest in infrastructure projects.

The regulator is also proposing lower capital charges for certain infrastructure and securitised investments.

Chee Hong Tat, Minister for National Development and Deputy Chairman of MAS, announced the measures on 2 November.

The grant will help insurers build investment teams, train staff and engage professional services. It took effect on 2 November.

Under the proposals, qualifying infrastructure investments could face lower capital charges based on their credit quality and risk safeguards.

Senior investment-grade securitisation tranches could also qualify if they meet specified transparency, diversification and liquidity requirements.

The regulator also plans to recognise more credit assessment institutions and standardise disclosures to simplify investment assessments.

The measures aim to attract more long-term insurance capital into infrastructure financing across the region.
