The Hong Kong Monetary Authority has introduced the “ART” Framework, a set of measures intended to guide lenders towards responsible use of artificial intelligence while building a sector grounded in Accountability, Resilience and Trust.
The regulator unveiled the framework on 15 October as AI tools gain more independence and wider reach across data, tools and operational workflows. The initiative has three main parts. The first is a newly published Supervisory Guidance for Responsible Adoption of Artificial Intelligence, shaped by lessons from the second cohort of the Generative AI (GenAI) Sandbox.
The second is a platform for sharing AI training data, built with Hong Kong Cyberport Management Company Limited (Cyberport) and the University of Hong Kong, with data quality assurance at the heart of its design. The third is additional testing of agentic AI applications through the GenAI Sandbox++.
The HKMA also plans to release a discussion paper setting out a proposed supervisory approach to agentic AI governance. The paper will examine intent-anchored accountability, a registry covering material AI agents, and mechanisms that allow effective intervention when needed.
The overall aim is to help banks capture the opportunities AI creates without weakening governance or operational resilience.
Alongside the launch, the HKMA and Cyberport are jointly hosting the “Finance + A.I. Forum” over 15 and 16 October. The two-day event marks the end of technical trials in the second GenAI Sandbox cohort, which the regulator said produced positive outcomes.
Over 60% of the use cases tested involved agentic AI, which signals strong industry appetite for more sophisticated applications.
