SEC, Japan FSA hold autumn regulatory dialogue in Tokyo

The SEC and Japan’s FSA met in Tokyo on Oct. 19, 2026, continuing a long-running cross-border regulatory dialogue on market oversight.

The U.S. Securities and Exchange Commission and Japan’s Financial Services Agency held their Autumn Financial Regulatory Dialogue in Tokyo on Oct. 19, 2026, continuing a long-running forum focused on securities-market oversight, cooperation and investor protection, according to the SEC’s Oct. 20, 2026 release and the FSA’s Oct. 20, 2026 announcement.

The SEC said the dialogue builds on longstanding efforts between the two regulators, while the FSA’s background account places the origins of the framework in 2005, with the agencies later adopting formal Terms of Reference on Jan. 27, 2006. The FSA’s historical record says the first meeting was held in Tokyo in June 2005, although it does not specify exact days for the initial launch or first meeting. The SEC has also previously described the dialogue as established in 2006 in a July 2, 2010 release, reflecting the difference between the initial launch and later formalization.

According to the FSA’s background material, the dialogue was designed to bring senior officials and staff together regularly to identify common securities-market concerns, exchange regulatory perspectives and promote cooperation. The original agenda included accounting and auditing standards, corporate governance and internal controls, oversight of securities firms and self-regulatory organizations, enforcement cooperation and information sharing, and technological developments in securities markets.

The latest meeting was led by SEC Commissioner Mark T. Uyeda and FSA Vice Minister for International Affairs Toshiyuki Miyoshi, according to the FSA’s Oct.
