No monopoly in satcom; operators must clear security norms to begin services: Jyotiraditya Scindia

Union Communications Minister Jyotiraditya Scindia on Friday, October 9, said India does not permit a monopoly in any sector, clarifying that three entities—Starlink, Reliance Jio's Jio Satcom, and Bharti-backed Eutelsat OneWeb—have secured commercial satellite communication licenses and will be cleared for operations once each individually meets mandatory security benchmarks.

Speaking at a briefing during the India Mobile Congress in New Delhi, Scindia addressed claims raised by SpaceX and Starlink chief Elon Musk that the satellite internet provider was facing roadblocks despite compliance efforts, asserting that all players operate on a level playing field.

"Let me be very clear. India does not allow a monopoly in any sector. And therefore, even as Satcom is concerned, there is not a single licensee that has been chosen. Licenses have been given to everyone who wants to provide these licenses. And today there are three licenses that are out there. There is a lot of conversation about a particular party. But there are three parties that have got licenses. There is Reliance Jio, there is OneWeb, and there is Starlink. And there is another party that is also interested in procuring a license. Now that process has to be followed by that party, that's Amazon," Scindia said.

"Let me set the record straight. For us, the Department of Telecommunications, we are technology agnostic... Our job is to be able to provide the bouquet of services to every single customer. It is for the customer to choose in a free market which service he or she prefers, and within that service bouquet, which company's service he or she prefers," Scindia stated.
