India needs 'Mutually Assured Disruption' to tackle tech denial, says MeitY Secy
MeitY Secretary S Krishnan has proposed “Mutually Assured Disruption” to help India counter technology denial and supply shocks by building domestic capacity while staying open to global technology.
Ministry of Electronics and Information Technology (MeitY) Secretary S Krishnan has proposed “Mutually Assured Disruption” as a way for India to reduce its exposure to technology denial and disruptions in global supply chains. Speaking at a Public Affairs Forum of India (PAFI) event in New Delhi on Thursday, Krishnan said India needs to build enough domestic capability in critical technologies to continue operating if access to foreign technology or supplies is restricted, while remaining open to global technology. Krishnan said India cannot realistically produce every part of an entire technology supply chain domestically. Instead, it should develop a significant presence in strategically important parts of global value chains.
“You don't try to do everything in-house,” he said. He said India needs to make enough products and develop sufficient capacity in important parts of the value chain to ensure it remains an important participant in those supply chains. “You do a significant enough part of it to make sure that you're indispensable to it,” he said. Krishnan said India has faced technology denial and supply disruptions several times, making it important to have domestic capabilities that can provide an alternative when access to external technology is restricted.
Access plus autonomy Krishnan said India should continue to remain open to technology from across the world because there are areas where domestic capabilities are limited and Indian companies need access to the latest global technology.
