China’s proposed export controls on advanced artificial intelligence (AI) technologies could affect how some of its most capable AI models reach developers and businesses outside the country. The draft rules cover 23 AI-related technologies, including large models, AI agents, chip designs and computing clusters, raising questions about the future availability of Chinese open-weight models that developers can download and run on their own infrastructure.
The proposal comes as technology companies, including Nvidia, are working with AI developers to expand access to open models. For Indian businesses using models from Chinese companies such as DeepSeek and Alibaba, the controls could introduce uncertainty over future releases, overseas deployment and commercial use.
The rules are not final. However, the proposal raises questions about whether restrictions on technology transfers could affect an ecosystem in which developers rely on access to model weights to build and customise their own AI applications.
