Goa has unveiled its AI Policy 2026 and announced a series of technology initiatives as the state looks to build an artificial intelligence ecosystem spanning governance, startups, education and industry.
Goa is looking to expand its identity beyond that of a holiday destination, positioning itself as an emerging hub for artificial intelligence (AI), technology and innovation.
At the inaugural Goa AI Tech Conclave 2026 in Panaji on October 22, the state unveiled its AI Policy 2026, launched the Goa AI Hackathon and announced plans for an AI Centre of Excellence in collaboration with BITS Pilani Goa, among other initiatives.
Speaking to CNBC-TV18, Goa's IT Minister Rohan Khaunte emphasised the need to recognise technology as an immediate priority rather than a distant prospect.
“Tech isn't the future, it's the present,” Khaunte said, highlighting Goa's ambition to play a larger role in nurturing technological innovation and expanding AI adoption.
The Goa AI Policy 2026 lays out a three-year framework for 2026–2029, with the state aiming to establish itself as a hub for responsible AI and applied innovation in India.
The policy is built around five pillars: skilling and capacity building; startups and industries; capital and investments; policy, governance and infrastructure; and responsible, safe and ethical AI.
The state has also outlined the Goa AI Mission 2027, which seeks to use artificial intelligence to improve public service delivery, enable citizen-centric governance and create new economic opportunities.
As part of its infrastructure push, the government announced an IT Techno Centre in Porvorim. The proposed facility is expected to bring together technology infrastructure, incubation spaces and collaborative work hubs to support Goa's growing technology ecosystem.
