The Netshin Tech Complex can be found inside The Grid in DMZ, near the DBN Headquarters and NuriGO West. It's marked on the in-game map above with a star icon. If you zoom in as much as possible on your map in-game, you'll be able to see it labeled.

Be prepared to fight to get inside, because it is fortified all the way around, and when you enter, you'll find a lot more resistance. The Netshin Tech Complex is one of the best places to find comms modules, which are crafting materials required for a number of upgrades and recipes, along with plenty of electronic sensors and CPUs.

It's also where you need to go to use Roze's Highrise Armory key, as you'll find the locked door that requires the key on the 14th floor. Players are also reporting finding weapon manuals here, which makes sense, since it's such a high-threat area.
