Bring Radiation Blockers and a Gas Mask, as you'll be entering a radiation zone that can kill you. Also, place the Reactor DRC Locker Key in a Rare Backpack's Secured slot, so that if you die, you keep it.
The Reactor DRC Locker is found at the Haneul Nuclear Reactor (x: 2851, y:1887) in the far northeast region of Hajin, as shown on the map image above.
When you arrive at the Nuclear Reactor, head into Reactor 02, which is the one to the right. You will find stairs leading up to the reactor's collapsed roof, so climb them, then take the ladder up to the top, where you can navigate down the debris to the bottom of the reactor; just be mindful of the fall.
Once you're at the bottom, you can find the DRC Locker in the west area of the water by swimming down , but it's pretty dark to see; thankfully, when you're close to the locker, it will be highlighted red.
