Cell is one of the Dragon Ball franchise's most well known villains, in part because he possesses the DNA of many of the strongest fighters. At full power, Cell is a global threat who can wipe out a planet with a single Ki blast. It is almost impossible to kill him because he can fully regenerate if even a single cell survives. Cell is a powerful villain, but there are other anime villains who could defeat him in battle.

Many of the anime villains who can beat Cell are considered overpowered or God-tier in their respective universes. Some of these anime villains can destroy Cell with a single attack, while others need to be a bit more creative if they want to beat him.
