2025 Top-Down Arcade Shooter on Steam Is Now Completely Free

Phobos Down is a top-down arcade shooter on Steam that launched as a paid game but has now switched to a free-to-play model. Solo developer Mikko Rytkönen released the game on Steam in December 2025 and has updated it several times since. In terms of gameplay, Phobos Down takes a slower-paced approach to the shoot 'em up formula, asking players to be more tactical and strategic.

In the developer's own words, Phobos Down is "more like a classic arcade high-score shooter game with customizable weapons and procedurally generated game runs." Players must complete missions with the highest score possible without dying. One feature that might set Phobos Down apart from some other top-down shooters is the lack of time limits, allowing players to approach each mission at their own pace and develop a unique play style.

An anime-inspired role-playing game released on Steam in 2024 is now completely free, and the best part is that the change is permanent.

Joining Steam's roster of free-to-play games on October 1, Phobos Down is now available to all users at no cost. " He noted that while he never expected to make a huge profit from the game, he initially released it as a paid title to learn how Steam's publishing process works. It is also worth noting that Phobos Down was designed specifically with the Steam Deck in mind , and according to the developer, it runs great on the device.
