Visa has entered into a MoU with Senegal’s Ministry of Telecommunications and Digital Affairs. The agreement sets out a two-year framework for strategic collaboration to advance the country’s digital transformation goals.
The agreement covers several areas: digital payments, financial innovation, cybersecurity and regulation. It also lets both parties investigate use cases that could modernise how public services are delivered and widen access to digital financial services.
A central focus will be payments flowing from citizens to the state, known as person-to-government (P2G), and those moving from the state to citizens, known as government-to-person (G2P). The partners will examine how digital tools could simplify the way Senegalese people interact with public bodies.
This is the first such agreement Visa has signed with a government institution in Senegal. The framework relies on structured dialogue between the public and private sectors, with both sides pooling expertise to find opportunities that match national priorities.
Shared knowledge on cybersecurity and financial innovation will support the payments work, with the goal of widening access to digital financial services within a secure and resilient environment.
The two parties expect the framework to combine Senegal’s national objectives with Visa’s capabilities. They aim to produce initiatives designed around local conditions and to promote digital payment applications that make daily life easier for citizens.
Senegal’s Ministry of Telecommunications and Digital Affairs minister Samba Diouf said, “This strategic partnership with Visa marks a decisive step forward in our efforts to accelerate the New Deal Technologique.
