The Yonko are known to be some of the strongest characters in the world of One Piece. They are the four mightiest pirates of their age who sit atop the era and rule the seas of the New World like Kings. The power of the Yonko is feared by even veteran pirates and high-ranking Navy officials alike.

The Yonko are not pirates to be messed with, and not even someone as powerful as a Marine Admiral can simply engage them on a whim. Given that the Yonko sit at the top of the pirate era right now, there are only a handful of characters who have, throughout history, surpassed this level and become powerful enough to be declared stronger.

The Five Elders are the highest-ranking Celestial Dragons in One Piece that the people of the world know of. They are also the highest authority in the entire world, responsible for running the entirety of the Government. They enjoy the most power and, as such, they don't really step into action often, or ever. However, that doesn't mean that they aren't strong. The Gorosei are all incredibly powerful, as was confirmed in the recent One Piece arcs.

All of them seem to possess Yokai forms that stem from their Abyssal Covenant with Imu. On top of that, they are the personal bodyguards of Imu, which means that their power must be on an entirely different level when compared to the rest of the strong fighters in the world. The Gorosei are certainly in a league of their own and, given that their authority is much higher than that of a Navy Admiral, they are also much stronger.
